Chapter One: Introduction

1.1 Background of the Study

Gombe Local Government, situated in the northeastern region of Nigeria, has been the focal point of various development initiatives aimed at stimulating economic growth. The Gombe State Development Plan (2020-2030) outlines strategic objectives to enhance infrastructure, education, and healthcare, thereby fostering an environment conducive to economic advancement. The plan emphasizes the importance of reliable electricity supply, targeting the achievement of 1,046,516,509.5 Kwh to improve living standards and catalyze economic growth (Gombe State Government, 2020). Furthermore, the state has implemented policies to diversify energy sources through sustainable renewable energy, aiming to harness abundantly available resources for economic electricity generation and sale through public-private partnerships (Gombe State Government, 2020). These initiatives are designed to create job opportunities, promote enterprise, and support economic growth. Despite these efforts, the effectiveness of local development policies in translating into tangible economic growth remains a subject of analysis. Understanding the impact of these policies is crucial for policymakers to make informed decisions that align with the state's economic objectives.

1.2 Statement of the Problem

Despite the comprehensive development strategies outlined in the Gombe State Development Plan, there is a need to assess the actual impact of these policies on economic growth within Gombe Local Government. While the plan sets ambitious targets for infrastructure and energy development, the extent to which these initiatives have translated into measurable economic benefits for the local population is not well-documented. Challenges such as inadequate funding, policy implementation gaps, and socio-political factors may hinder the realization of the plan's objectives. Therefore, it is imperative to critically evaluate the effectiveness of these local development policies in fostering economic growth, identifying any existing gaps between policy formulation and actual outcomes.

1.3 Objectives of the Study

  1. To assess the effectiveness of local development policies implemented in Gombe Local Government on economic growth.

This study is significant as it provides a comprehensive analysis of the impact of local development policies on economic growth within Gombe Local Government. By evaluating the effectiveness of these policies, the research offers valuable insights for policymakers, development practitioners, and stakeholders involved in the region's economic planning and development. The findings can inform future policy formulation and implementation, ensuring that development initiatives are effectively tailored to stimulate economic growth and improve the living standards of the local population. Additionally, the study contributes to the broader discourse on regional development in Nigeria, offering empirical evidence that can guide similar assessments in other local governments and states.

1.7 Scope and Limitations of the Study

This study focuses exclusively on Gombe Local Government within Gombe State. It examines the local development policies implemented in this area and their impact on economic growth. The research does not extend to other local governments within the state or to policies implemented at the state or federal level. Limitations of the study may include the availability and reliability of data, as well as potential biases in self-reported information from stakeholders involved in policy implementation and beneficiaries of development initiatives.

1.8 Operational Definition of Terms

  • Local Development Policies: Strategic plans and actions implemented by local government authorities aimed at improving economic and social conditions within their jurisdiction.

  • Economic Growth: An increase in the production of goods and services in an area over a certain period, typically measured by the rise in Gross Domestic Product (GDP).

  • Public-Private Partnerships: Collaborative agreements between government entities and private sector companies to fund and operate projects that serve the public interest.
